It's a .com for the restaurant, ideally when someone does a search with the name of the village
automatically the restaurant comes up in the top 3

You probably want as many links to your site as possible. Consider working with other businesses in your village so that everyone links to everyone else's site.

Advertising with Google and other search engines might also be helpful.

It is not wide open, no holds barred for search engines. Google and most of the large engines just use a pretty wrapper to generate their localized content but they use the same core. They have huge penalities for sites that are trying to get too agressive and they will either rank them extremely low or they will drop them from their indexing services completely. A lot of time and energy can be put into Search Engine Optimization if you wanted to.
