A person can be 'legally blind' and still not be totally blind. IIRC legally blind means that the vision cannot be corrected beyond 20/200 -with- corrective lenses. Still able to see, but it's quite fuzzy.

I have a friend who's legally blind who still rides his bicycle to work and back every day. He knows the route and his hearing is very good. There are bike lanes and he knows to call his wife when he arrives. He's the provider for his family still, even with his eyesight getting worse every year.

And oh yeah, he's a counselor for the welfare system. He sits behind his desk and educates those who whine how to get off their butts and make a living! He has patience to teach, opens doors, and gives them the opportunity to get their lives back on track.....then after a set amount of time kicks them in the rear to jump start them if they haven't done it already. If they don't show and effort he cancels them off welfare! :^) Harsh, but it works.
