Installation of Kevlar reinforcing bands should be written on Phantom reserve packing data card. Remember that the card is supposed to stay with the reserve canopy, even when it is packed into a different container

Here is a list of Phantom Service Bulletins that I found on the Australian Parachute Federation's website:

National Parachute Industries,

Phantom diaper design change, 305A

Phantom Reserve, rubber bands,

Phantom Reserve kevlar reinforcing bands, 315A,

FM-1 Phantom Reserve, ph and tensile testing,

PM-2, Phantom Reserve, tensile testing procedure,

PM-3 Phantom Reserve, neutralisation procedure,

Phantom Reserve, update to ph and tensile testing,

Parachute canopies and components subject to deterioration due to acid mesh, 322B


Also remember that ripcord pins (sold by National) should also be inspected under Capewell Service Bulletin CW03-01 to ensure that they are not cracked.
After about 1986, the narrower diaper (Service Bulletin 305A) became standard on new production Phantoms, so will not be written on reserve packing data cards.
Similarly, Kevlar reinforcing bands (Service Bulletin 315A) became standard on new production Phantoms in the late 1980s.

Several lofts were licensed to make the Plant 'em 24...I may have worked on yours.;)
