Ok, Search Nazis, I've googled it to death. I am now resorting to DROPZONE.COM to find the answer......Can anyone tell me why the streets are always wet in Stars Hollow on Gilmore Girls?

Some times in movies and TV shows roads are wet if they want to cover tire tracks from multiple takes or if they want to have reflections of street lights/buildings appear in night shots. Its also a way to make the roads appear black even if they are a grayish color when dry, realtors used to use that trick to water down driveways and sidewalks before taking home photos since they appear more appealing that way.

If you look at any of the recent Bond movies all of the car scenes are shot on wet roads when possible to cover the skid marks from the previous takes.

K, I'm completely late to the party here, but I worked on the show a number of times when I lived in L.A., and can't remember us ever wetting down the backlot for exterior shots.

Maybe it's just an upping of contrast in the final print? Or maybe you're watching eps that were shot during the rainy season? :)
