It's very very thin. Not breathable. Luigi would need a space suit and a huge pack of deployable airbags around him. It would be like trying to land at a drop zone on top of a 100,000 foot tall mountain here on Earth. Note that even the Mars landers use a heatshield, then a parachute, THEN rockets, and then lots of airbags to get slowed down enough.
