Someone could make a fake bill and tell people it's the latest and greatest when spending it. I was getting a drink at a gas station last week and they wouldn't accept a $10 bill because it didn't have the watermark on it. Even after I pointed out that the bill was printed in 1977 and the bills didn't carry the watermark then, the lady wouldn't accept it insisting that it had to have the watermark.
