Your wife is doing the right thing by documenting. Do the folks have performance criteria that they have to meet? Is he meeting them?

Of course, this problem is made worse by the fact that if she assigns him enough work to piss him off, she's hurting the clients that he's supposed to be working with, and that's worse than putting up with his lazy ass.

Is she in charge? Can she "re-organize duties" so that he's assigned something really boring and in-house so that he has less opportunity to leave? Yeah, she'd have to put up with him being there, but it'd probably piss him off, too.

It's hard to fire someone anymore. You're right that it's easier to get them to quit. With the feds, you can always use timecard fraud to fire someone if you need to.

He has hurt the clients and created more work for my wife by not doing his job, but yeah, she is documenting as much as she can. One of his jobs is educating clients on job performance and ethics/behavior. Well, they had a client get fired last week because he was skipping work, not calling in, etc. :S Now my wife has to find another job for him, and pretty much educate him herself. :|

I work with people with disabilities and work closely on some cases w/ voc rehab people. This sort of situation happens all the time and is not in and of itself proof that the counselor did not do a good job. I counsel clients on all sorts of issues but they are legally entitled to make their own decisions and sometimes go against my advice (and then have to deal w/ the consequences of that decision. Sometimes I have to help them w/ the consequences, too. I'm not usually too sympathetic at that point.

Lying on your mileage reimbursement and your time sheet is a pretty big no-no though. I would be fired immediately for either of those things (maybe not if I fudged 15 min here and there, but 3-4 hours on a regular basis :o)

Other than that, it would be very easy to make any device thats bigger than a pack of cigarettes shock someone who messes with it. Oddly enough, some people can just hold onto those with little/no reaction... the tazer doesn't have that problem, and you get a good heartrate and adrenaline shot from it!



It is really easy to make. A 9V battery and a cheap relay in a metal box. You wire it up so that when the box opens it energizes the relay with the contacts in series with the coil. It oscillates creating quite high voltages and hurts like hell. We used to put them in metal card boxes with a porn card taped on top. We used to leave them lying around and you'd find the perverts sooner or later.

Does the supervisor have the authority to charge leave hours? If so, he/she should just submit the leave claim for him. If he argues about it, just reply that oh, well, since you were gone, we realized you wanted to cash in some of those hours. No? Then I need to see your (doctor's note, out-of-office travel) -- whatever documents time worked outside the office.
