I have had one tandem jump and for my next, I'm thinking about wearing a camera helmet from 1989, while doing a 270 swoop landing, jumping from a balloon and through the blades of a copter below if I can time it right. When skipbelt commented “or someone left their car door unlocked” it made me think of the report so I looked up the story about it and provided the link. So no, other than skimming the story I didn’t read it thoroughly. I still don’t like the idea any better. Foolish or not, if I want to leave my car doors unlocked I shouldn’t be subject to a fine.
