Same reason blended juices exist in the first place; they enable the companies to ride out market fluctuations and create a more consistently stable (from a price stand point) product. While apple juice concentrate in bulk currently costs about half of what orange juice does, that might not be the case in the near future. So, they market the two "flavor" juices and adjust the filler mix. A year from now who knows what the market will be, but if they've gotten you hooked and used to buying one product, they know you'll probably keep buying it even though they swap out fillers and formula from time to time -- just as long as it tastes essentially the same, which they can always screw with through the mixture.
