Lets' face it, most of us have done some pretty f-ed up things, either when we were young(er), or intoxicated on one thing or another, or both. (Think drunken, wild parties at the DZ, at the frat house, at bachelors' parties, etc. "How did I get here? Why am I naked?" Etc.) But that's really not my main point. The public policy reason why sexual offender registry laws exist is because it is perceived that those who commit true sexual offenses very often have a high likelihood to re-offend, so the public (arguably) benefits from being warned-away from them in advance. The stated purpose of the registry (reality aside) is not to be punitive against the convict, but to be protective of society. That being the case, placing someone on a public registry of sexual offenders for teabagging someone as a drunken stunt is as inappropriate as putting them the registry for giving someone a swirlie or a wedgie.
