the ethyl glycol is not toxic but the metabolised by products are.

Alcohol dehydrogenase is the enzyme that metabolises both alcohol and ethyl glycol. the enzyme will bind to what ever is there so the more alcohol the less enzyme that is available to be bound to the ethyl.
If you can stop the ethyl from being metabolised it just passes through the system, and you pee bright green (or what ever colour your radiator coolant is).

This was one of the 1st things we were taught in Biochemistry :D:D:D:D
