The energy requirements to have any significant short term local effects are enormous -- on the order of setting off atomic bombs. It's not just that we shouldn't do it because of the law of unintended consequences, but for the foreseeable future it's simply impossible to harness and control that amount of energy. The physics just isn't there regardless of what some tin-foil hatters might want to get excited about. All we have to do is control the flapping of butterfly wings....
