I'm sure regional building codes would also be a PITA.
I recall reading about someone who had built a house using some kind of fireproof foamed material, that looked like something out of Dr Seuss. Last I heard he was having an ongoing battle with the local building commission who was demanding it be torn down because it didn't adhere to their antiquated building codes.
