Looks like it addresses the recent phenomenon of suicides that are said to be connected to cyber bullying and the like. Actual interpretation would have to come from an attorney licensed in that jurisdiction and ultimately determined by the court. Another portion of the law may still be applicable. This just says it isn't 'homicide'; which should be defined elsewhere as well. My first thought when I saw your topic was, "Doesn't all murder begin in the mind?" From the link: 228. No person commits culpable homicide where he causes the death of a human being (a) by any influence on the mind alone, or (b) by any disorder or disease resulting from influence on the mind alone, but this section does not apply where a person causes the death of a child or sick person by wilfully frightening him. R.S., c. C-34, s. 211.I know it just wouldnt be right to kill all the stupid people that we meet..
