In Soccer, the ball can be out of play, the players are lining up to resume play and yet the clock is still running. Same in Rugby, the ball may be out of play and yet the clock is still running. American Football is not the only sport where the action has stopped, the players are standing around and yet the clock is still running. Because that's the way the rules are written. I have heard that American Style Football (AKA "Hand-Egg") has more rules than any other sport in the world. I could be wrong on that, but I believe it. It gets incredibly complicated and intricate (offsides vs neutral zone infraction vs encroachment for example). The clock rules get really strange, because they change depending on what the clock reads at the time. IIRC, "regular time" is different from "less than 5 minutes in the half" which is different from "less than 2 minutes in the half.""There are NO situations which do not call for a French Maid outfit." It IS pretty weird how they do it in the NFL...IIRC it's not at all consistent with how college games are timed. From what I understand, it in essence has to do with attempting to keep the games at about 2 1/2 hours from first to final whistle...for programming. Also, keep in mind that if the game clock ran even 'close' with the play clock, the game would take much longer, there would be far more plays, which means pretty sloppy dog ass tired players in the 4th quarter. What 'bugs' me more than that...is the television commercial 'time outs' that can & have changed the intensity of a drive - thus affecting the final outcome of the game.
