Would almost certainly be illegal in the US regardless of how it was done. Not entirely certain about the UK, but can't imagine things would be "better" there as far as legalities go.

Would NOT need to be a "rocket" powered wingsuit. Other possibilities should include a human shaped RC aircraft.
