That was mentioned in an early-1980s CSPA technical bulletin.
Back then round reserves were in fashion. Remember that round canopies have very little spreading force at the skirt right after they have achieved line stretch, so even a light-weight thread could prevent a round canopy from opening.
Nobody was injured, so the TB was purely a hypothetical reminder to remove loose threads.
