Cubic feet per minute?

I have read in a couple places about the porostity (permeability?) of canopy fabric, being measured in cfm - cubic feet (of air) per minute. How is it possible to measure in these units? I would think the volume of air flowing through per minute would depend not only on the fabric type but on the pressurization and the area of fabric being considered.
